Downtown, the Grimsby Downtown BIA (grimsbydowntown.com) is a levy-funded improvement area whose own AGM and budget documents carry a BIA Special Events line — Canada Day, Christmas Parade support, Comedy Night, Easter, Halloween/GrimsBoo, the Happening, Music on the Forty, Ladies' Night, StoryWalk. That budget line is why so many downtown fixtures carry the BIA's fingerprints. Retail geography: no mall, two clusters, one flagged address

The principal hub is Grimsby Square Shopping Centre, 44 Livingston Avenue, operated by First Capital REIT, whose tenant list carries Canadian Tire, Sobeys, Shoppers Drug Mart, Mark's, McDonald's and RBC among its anchors — and no events or seasonal programme on any operator surface reached (no Santa programme is claimed for it). The second cluster is the Casablanca/Winston Road power-centre area at the QEW interchange (Pet Country Market at 406 Winston Road among its tenants). Downtown Main Street is the third form: a streetscape of independents — Grimsby Books on the events layer, Cole's Florist and Garden Centre at 147 Main Street East, Ruffin's Pet Centres at 63 Main Street West, Just For Dogs Boutique at 91 Livingston Avenue Unit 4.

Flagged, never merged — the Pet Valu seat: the chain's own locator seats its Grimsby store (Bosley's – Pet Valu, store 2233) at 42 St Andrews Avenue North, while Grimsby Square's operator tenant list seats a Pet Valu inside the centre at 44 Livingston Avenue. The visitor economy and the Town's own plan
